APUSH - Can Bigger Really Be Better? Saving American Democracy through Technology

We have been talking about the power and problems associated with Congress over the course of American History, and I have said on a few occassions, "Imagine how less efficient it would be if the size of the House of Representatives got bigger and bigger as it was supposed to instead of being capped at 435 members!" After reading this article, I find myself reconsidering things. Read the article below by Brian Flynn and argue for or against the specific solutions that he suggests (not the general idea to make Congress bigger, but the specific ways that a bigger Congress could be made more efficient through modern technology).
